  • Overview

    PFM’s nationwide arbitrage rebate and tax compliance practice is currently seeking an experienced professional interested in furthering his/her career in the field of public finance. We have a senior-level opening in our arbitrage rebate group for the successful candidate to assist with client project execution and management, new business development and staff management. The level at which this position will be hired will depend on the experience of the selected candidate.


    This position affords the successful candidate the unique opportunity to work closely with seasoned professionals in PFM’s investment advisory business as well as the financial advisory professionals of PFM Financial Advisors LLC. Individuals interested in this role should be self-motivated and highly organized, possess strong interpersonal skills, and have demonstrated success building client relationships and providing leadership and training to staff.


    While the group is based in Harrisburg, PA, we are open to this role being based in other geographic locations, such as Philadelphia, PA, Austin, TX, or Chicago, IL, where PFM has local offices.



    PFM is a privately held registered investment advisor headquartered in Harrisburg, Pennsylvania, with offices around the country and is among the leading investment managers in the United States. PFM provides cash management, investment management and consulting services to local governments and other tax-exempt institutions. PFM’s consulting services include providing federal tax compliance services to our clients with tax-exempt and tax-advantaged debt obligations that are subject to the arbitrage rebate regulations. We also provide post-issuance compliance consulting and verification agent services to clients and serve as an internal advisor to our investment advisory and financial advisory colleagues. Compliance services include arbitrage rebate and yield restriction calculations, investment cash flow and expenditure allocation analysis, investment valuations, liability forecasting and related consulting services.



    Qualified applicants should have knowledge of the arbitrage rebate regulations and compliance requirements of tax-advantaged debt issuers, client-facing work experience, excellent quantitative skills, and have worked with public sector entities and/or other non-profit institutions.

    Key tasks include:

    • Prepare and review tax compliance calculations and reports for PFM clients;
    • Create cash flow analyses, expenditure allocation analyses, and related analyses;
    • Review bond documents;
    • Coordinate information flow between staff, clients, and PFM managers on a regular basis;
    • Communicate with clients on related matters;
    • Serve as a resource to internal management and marketing staff;
    • Work on additional tax compliance or investment management projects;
    • Collaborate with senior team members in all aspects of marketing, sales and client management; including but not limited to managing existing client relationships, preparing for and attending meetings and conferences, and ensuring appropriate follow up with clients and prospects;
    • Account Development (existing and new clients) - Develop direct customer relationships with key accounts and identify and develop relationships within those accounts with key decision making personnel;
    • Coordinate preparation of client reports and other written communications including proposals, memorandums and presentations for prospective customers which demonstrate the advantages and capabilities of the company and its products and services;
    • Working with our Client Services Group to ensure smooth onboarding of new clients and fulfilling the needs of current clients;
    • Present reports and other materials to clients at meetings;
    • Analyze various options to come up with optimal liability solutions for our clients;
    • Create innovative ways of educating clients and prospects on current events and opportunities; and
    • Support other sales, marketing and service activities as appropriate.



    • Bachelor's degree in Accounting, Finance, Economics or related field.
    • 3 or more years of relationship management and business development experience, preferably in arbitrage rebate, tax compliance or accounting, demonstrating increasing levels of responsibility.
    • CPA license is a plus, but not required.
    • Knowledge of money market instruments, short and intermediate term fixed income investments, and equity and fixed income funds a plus.
    • Independent, self-motivated, and proactive with a desire to succeed and to grow within the firm.

    Compensation includes a competitive base salary, bonus eligibility, and comprehensive benefits package. PFM also offers the option for participation in profit sharing and 401K plans.
