    PFM is currently seeking a Senior Government Relations Specialist to support our municipal advisory and investment management practices.


    Position Overview:

    The Senior Government Relations Specialist will work closely with business leaders and market development teams as well as senior management of the firm to provide government relations support to the PFM Group’s regional operations. This position will dually report to the Managing Director(s) in the applicable sector/region and also take direction from the Director of Government Relations located in PFM’s Philadelphia, PA home office. In alignment with each region or sector’s market development and client relationship strategies, the Senior Government Relations Specialist is responsible for:


    • Developing and managing legislative strategies for advocacy and research projects and establishing ongoing partnerships with national organizations that assist the firm in meeting policy goals.
    • Developing and maintaining strong working relationships with key public and private-sector officials.
    • Overseeing outreach to government officials


    While this position is based in PFM’s Austin office, significant travel is required.


    PFM’s Government Relations function oversees the advocacy of the PFM’s programmatic agenda as well as operations and institutional advocacy. The priorities of the department are to:

    • Provide relevant, timely and insightful advice on legislation of direct relevance to the firm, its programs and advocacy goals
    • Anticipate and forecast significant legislative developments and potential election outcomes that may influence PFM’s market and revenue potential and its client relationships.
      • Develop strategies to preserve and expand PFM’s business relationships in light of these developments
    • Develop close effective relationships with key political offices, the administration and the government affairs staffs of major trade organizations relevant to our work
    • Develop PFM’s annual advocacy strategy as well as manage and facilitate its implementation
    • Work hand in hand with internal partners to guide advocacy from inception to successful completion
    • Coordinate, collaborate and communicate with and between Government Relations and client-facing staff to advance the firm’s priorities,
    • Monitor, track, review and approve all interactions between PFM staff and government officials including participation in coalition efforts and work with our external stakeholders; and
    • Ensure full compliance by PFM with all applicable regulations.


    Primary responsibilities of the available position include:

    • Develop and manage strategies for state / local legislative advocacy in support of the firm’s policy goals.
    • Develop and implement effective outreach to bring policy goals to the attention of elected and appointed state and local policymakers, including direct contact, conferences, electronic communications and other activities.
    • With business/sector leaders, develop a strong identity for PFM initiatives with key players in the relevant political environment. Work to raise the profile, credibility and influence of PFM and its initiatives among these constituencies.
    • Develop and manage strong working relationships with government affairs staff members of other national organizations to advance the PFM agenda.
    • Provide political intelligence and strategic support to the Chief Marketing Officer and staff.


    Minimum Qualifications:

    • Bachelor's degree required; graduate degree preferred.
    • A minimum of 5 years of highly related professional experience, preferably working in a government relations, government service, campaign, strategy, policy advocacy or lobbying role. Experience within the financial / municipal / investment advisory sector(s) are highly desirable.
    • Must have (or be able to successfully complete within 6 months of a start date) the Municipal Advisor (MA) registration exam in compliance with new MA regulatory guidelines.
    • A high level of understanding of state and local policy development, as well as knowledge of the assigned region’s surrounding policy environments and regulatory issues affecting the firm in the region.
    • Experience working with a variety of public and private-sector officials, and a strong network of contacts with government officials across the political spectrum. Must maintain an ability to leverage relationships to influence positive outcomes.
    • Excellent communication, negotiation, and relationship management skills. Develops effective written correspondence. Actively listens to others and conveys information clearly and concisely. Can make effective presentations and routine communications to smaller audiences.
    • Proven ability to communicate effectively within and coordinate among broad marketing and client service teams.
    • Demonstrates unwavering personal ethics and integrity. Evidences a strong sense of credibility and instills confidence in others.
    • Independent and self-motivated. Desires to take initiative and improve processes. Ability to think and act strategically. Looks at issues affecting the team from a larger, longer-term perspective rather than just day-to-day task execution.
    • Demonstrates flexibility when approaching complex situations and often uses creative methods/solutions to avoid conflicts and/or negative outcomes.
    • Ability to operate successfully in a team environment. Willing to take on a variety of roles within a team including leader, follower, and facilitator.
    • Excellent problem-solving, analytical, and organizational skills.
    • Strong working knowledge of Word, Excel, PowerPoint, and internet technologies.
    • Enthusiastic, positive, and unflappable ‘can-do’ attitude.

    Compensation includes a competitive base salary, incentive eligibility, and a comprehensive benefits package. PFM also offers the option for participation in profit sharing and 401K plans.
